Group of workmen in West Lambrook

Group of 19 workmen, with shovels, pickaxes, mallet, sitting and standing on pile of stone/soil - is this the sewer gang, putting in a main sewer in West Lambrook? There is another similar photo of a gang of workmen outside the Rose and Crown In East Lambrook which has a board that says Sewer Gang.
